The Government of Bangladesh and the Development Partners have investedsubstantial resources in rural infrastructure development in the country; mostof these are on road and road structure development. Top priority has beengiven for the development of the road transport network in the country forproviding easier and cheaper transport services. During the last decades, asignificant expansion of Upazila road (former feeder road-B) and Union road(former rural road R1) network in the country has been observed. With theconstruction and improvement of Upazila road and Union road, the question ofrepair and maintenance of these infrastructures has becoming increasinglyimportant. Considering the necessity of maintenance of these infrastructures,the Government of Bangladesh has started allocation of funds to LocalGovernment Engineering Department (LGED) since 1992-93 FY from its revenuebudget to address the rural road maintenance issue throughout the country.

Procurement Unit Function

Assist Head of the procuring entity (The Chief Engineer, LGED) in discharging the responsibilities vested upon him under “The Public Procurement Regulations, 2009”

Issue guidance notes, instructions to LGED procuring entities in connection with the procurement matters

Receive and examine annual procurement plans prepared by procuring entities

Request and receive information/records from procuring entities

Develop, promote and support training and professional development of LGED officials engaged in public procurement

Monitor compliance with the public procurement regulations 2003, including other procurement procedures followed by different projects

Prepare any sections of documents (apart from CPTU documents) to be used in connection with the public procurement
